Also, do they come with the tomato plants or do you have to buy them separately?

Buy them separately — get the varieties you want. The upside down planters do work for tomatoes. But, I think they “suffer” a little for lack of sunshine. These tomato plants are growing in the shade. So, it depends on how bright the area is that the planter is placed.
You have to put in your own tomato plants.
Whether or not they work well depends on soil conditions and temperatures.
I don’t like them where I live. They planters get to hot and burn the roots.
I have used them off and on. They do work but require a lot of water and fertilizer. Make sure you put them where they get heavy morning sun. 10 hours of sun works great. I would start with cherry tomatoes, sweet 100,s and maybe a better boy or early girl. Also make plans on how you are going to support the vines as they grow. I prefer to plant in 5 or 7 gallon containers. If you use the containers, try Cherokee Purple which is a heirloom and has the best of all taste and production.
