this may be a stupid question but Can you cook rice in tomato sauce (canned)? or is there something the water does to cook the rice that tomatoes cannot do?

Sure you can, although it may come out kind of goopy (sticky, gloppy, goop). I suggest watering down the tomato sauce with some water and give it a try.

I’ve never tried to cook rice in tomato sauce only, but when I make yellow rice with pigeon peas, I put tomato sauce in the chicken broth. Adding tomato sauce to the broth I have to watch it a little closer, it’s much easier to burn. So I probably wouldn’t try it without water or broth.
Yes the rice will cook in tomato sauce. Rice cooks from assimilating the liquid it’s cooked in. You would have to add water to the tomato sauce if you still wanted any kind of tomato sauce left.
Mix the tomatoes in after the rice has cooked properly.
The acid n the tomatoes cause the rice to be gummy and not cook like you may want it to.
I do it all the time, use half tomato juice and half water or stock. I also use sauted garlic, onion and peppers, then heat the liquid part and then add the rice. Its like spanish style
